FIELD WORK OPERATIONS

Protocols used by Alberta Health Services (municipal ambulance services) throughout Alberta are the basis for the medical protocols employed by LifeGuard. LifeGuard, however, has taken medical care to the next level in industrial medical services with the inclusion of such medical procedures as: On-location suturing protocols for simple lacerations, tetanus shots on location reducing hospital and medical office visits / time lost in transit, medical options that are beyond the first 15 – 30 minutes typical of anticipated municipal EMS tasking profiles are examples of the advanced protocols not commonly found in the protocols of other industrial medical field service providers.

PROTOCOLS

LifeGuard does not utilize Mobile Treatment Center (MTC) vehicles if at all possible. The need for the most advanced medical platform in order to provide best possible care to persons in crisis made the use of MTC’s inappropriate in the opinion of LifeGuard. Further, the need to have maximum visibility of an emergency vehicle while in transit to or from an emergency call adds to the need to have nothing short of a complete ambulance unit available to LifeGuard personnel. All vehicles and personnel are equipped with cellular phones and 2-way radios for communication with Hospitals, Helicopter Medical Evacuation Service Providers (ie: Phoenix and STARS), Provincial Ambulance and Local Dispatch. All Equipment and Supplies will meet or exceed the requirements under current regulations. This includes video intubation systems, portable powered suction units, portable IV and blanket warming equipment, powered stretchers allowing far safer loading, movement and transport of persons while protecting the medical professionals with LifeGuard, Intra-Osseous IV systems allowing a patient access to fluids and medications that would not otherwise be available if venous access cannot be achieved, Non-invasive carbon monoxide testing and multiple transmission equipped cardiac monitor ensuring the very best testing and treatment of persons in need and enhancing communications with hospitals and specialists located throughout the Province. Some of these items are typically NOT part of a standard municipal and industrial EMS services unit.

VEHICLE & EQUIPMENT FOR UNITS

LifeGuard holds to the belief that any person in need of emergent medical assistance should receive it, without reserve. As such, LifeGuard is an avid proponent for inter-agency cooperation by entering into Mutual Aid Agreements with the surrounding emergency services when able. LifeGuard works in conjunction with Alberta 511 to assist with providing road condition reports as able and needed. The staff have been trained by Alberta 511 to do so. LifeGuard has completed the orientation for helicopter operations with Phoenix Helicopters so as to allow its ALS Paramedic personnel to work with Phoenix Helicopters, operate and continue treatment on their medevac helicopter platform in the event of needing to remain with the patient throughout the transportation phase of care to the receiving hospital or medical team/facility.

MUTUAL AID – BACK UP CONTINGENCIES

LifeGuard intends to rent a reserve ambulance unit as or if required, which would be utilized when the primary unit is out of service due to mechanical and service work. LifeGuard intends on purchasing a second unit at a later date which will be rotated on a regular basis with the field service unit, thus allowing regular maintenance of all mechanical and electronic systems at a rate that surpasses most medical service providers. In the meantime, mobile or field maintenance would be sought to ensure ongoing mechanical viability of its emergency platform if unable to access main support service providers.

VEHICLE & EQUIPMENT FOR BACKUP UNITS

The current model of staffing for Industrial and Oil field sites is a 2 week in / out or a 3 week / 1 week out rotation depending on the client and project needs. This model has staff on a 10 or 12-hour shift (day or nights) inclusive of transit times and on-call after their 10 or 12-hour shift with callout during off hours causing an automatic 3 hour overtime rate to be initiated for services up to and any part thereunder 3 hours. If the after-hours call exceeds three hours, overtime rates will continue to apply pursuant to the amount of time actually worked. Our staff will be full time permanent and utilizing casual part time and casual volunteers from the community for ‘fill in’ of some shifts.  A major component of our proposal is having staff on a permanent basis for quicker response times and to ensure we are able to provide coverage 24/7.

STAFF MODEL & SHIFT COVERAGE

Basic orientation prior to deployment to industrial worksite is required by all field staff. Our Orientation Program is in line with “Industry Recommended Practice 16” (IRP 16) It requires or includes PST/CSTS, H2S Alive, TDG and an Introduction to the Company Safety Program. Safety program and alert updates are delivered electronically to employees. It also includes several days of in-services on the highly advanced medical and electronic equipment used by LifeGuard Emergency Medical Services. Annual continuing education is expected of the staff of LifeGuard and supported accordingly.
